The Distributing Agency for Charities, established in terms of the Lotteries Act (No. 57 of 1997, as amended) is once again in the position to consider applications for funding from the proceeds of the National Lottery. 


This targeted call for applications is aimed at the advancement of Centres of Excellence for Early Childhood Development (ECD) in the country.


Applications are invited from:


  • Established and registered (as a legal entity)  ECD Centres who wish to Improve infrastructure  in specific priority areas; or
  • Established ECD organisations/networks that meet the NLDTF funding requirements who wish to assist registered ECD Centre/s that do not meet the requirements of NLDTF funding to project manage the implementation of an infrastructure project/s in specific communities through partnership/s.


For details of the targeted provincial and priority areas as well as the models for ECD infrastructure earmarked for funding please refer to the 2014 Charities Guidelines.


In adjudicating the applications the Charities Distributing Agency will focus on the following areas:


  • Infrastructure development (erection of a new building or container) to comply with norms and standards as determined in the Children’s Act, 38 of 2005;
  • Office furniture and equipment;
  • ECD Educational material;
  • Indoor and Outdoor equipment;
  • Accredited training of Practitioners on NQF Level 4;
  • Operational costs (e.g. overheads, nutrition).




  • For established ECD Centres (who meet all the requirements and applying on their own), funding for the construction of new infrastructure (inclusive of a, b, c and d above) must not exceed R3.5 million. A draft copy of a building plans as authorised by the Department of Social Development and IDT will be provided by the National Lotteries Board. It is the responsibility of the APPLICANT to have the plans approved;
  • Funding for the ECD container option should not exceed R500 000.00 (inclusive of the container, b, c and d above);
  • For established ECD organisations/networks, funding for project management of new infrastructure (inclusive of a-f above) must not exceed R3.8 million over two years. A draft copy of a building plans as authorised by the Department of Social Development and IDT will be provided by the National Lotteries Board. It is the responsibility of the APPLICANT to have the plans approved.


Both individual and partnership applications will be considered in this targeted call for both container and brick-and-mortar infrastructure projects. 


The NLDTF will give preference to applications from Early Childhood Development Centres in specific prioritised areas and organisations that advance rural, under-privileged and poor communities to support transformation and development in the age group of 0-5 years.




  • ECD Centres are required to submit proof of registration as a Place of Care or proof of an application made to the Department of Social Development, in which case a letter of receipt of application from the Department of Social Development must be submitted. (Not necessary for established ECD organisations/networks submitting an application for project management).
  • Applications from Schools (public and private) will not be considered under this call.
  • Applications from training organisations/service providers to offer practitioners’ training will not be considered.
  • Applications from builders and other service providers for infrastructure will not be considered.


All applicants must comply, in all respects with the prescribed application form (FORM 2010/1) and the 2014 Charities Guidelines by submitting all the required documents in the prescribed format and by the advertised deadline.


In order to be considered for funding within the targeted scope described above, duly completed and signed applications together with all required supporting information, must reach the NLDTF no later than close of business on 13 February 2015.  


Applicants are encouraged to submit their fully completed applications as early as possible.


The Following Applications Will Not Be Considered For Funding:


  • Late applications;
  • Incomplete applications, where ALL mandatory documents are not submitted;
  • Applications not on the prescribed FORM 2010/1;
  • Faxed or E-mailed applications;
  • Applications on Compact Disc (CD);
  • Applications from applicants that have not submitted all the required Progress Reports, on any previous NLDTF funding.




  • For previously funded organisations the Income Statement in your annual financial statements must reflect the full allocation of grants received from the NLDTF as a separate line item.  (Remember: This is a condition of the Grant Agreement);
  • Another Call For Applications in the Charities Sector will be issued no later than 30 April 2015.

The Charities Distributing Agency reserves the right not to make grants or decide on the amount to be allocated. Based on the limited funding available, the NLDTF will not be in a position to fund all requests for infrastructure but would focus on the priority areas outlined in the 2014 Charities Guidelines.
